Which is the better mod, HP or tires?

Double the HP or increase lateral grip by 10% with better tires?  Which is better (particularly for autox)?

Yes, it is surprising but also explains why Miatas/old Civics often beat much more powerful cars.   Power is not everything on a closed course where most of the course consists of corners.  You might say that virtually all courses are momentum courses.  And, of course, then there is the driver factor .... often the key one!
