They also answered my question in the July Fastrack (letter #22021) below:

General
#22021 Timing of course map issuing.
The SEB believes 6.2 and 4.1 are appropriately worded in the Solo Rules. Distribution
of course maps is at the discretion of the event officials.

So in other words, we can issue the course map whenever we feel like ... no rules or practices per se.
