they must be trying to push SSC(0.798) with a better pax time over DS (0.806), is this because of the tire restriction? or proof mods don't make your car that much faster?

SSC is much slower than DS because of the spec Falkens. On equal tires, an SSC Twin would be much faster than a DS Twin, but the Twins are totally uncompetitive in DS (i.e. the DS index is representative of the Type R, not a Twin).
