The addition of the May 28th event to the championship calendar means there are currently 13 events rather than the 12 originally considered for championship scoring.....does that mean any changes to the scoring system beyond making it (presumably) best 7/13 as long as you have a minimum of two scores at each venue?

No, it is as you mentioned, best 7 events but you must have 2 scoring events from each venue.  The point is to get people to travel to the other venues and see what is offered over there.  e.g. expand everyone's horizons a bit.
